Public input will help us design a system that benefits communities, including those experiencing low incomes.
The Oregon Department of Transportation (ODOT) invites community feedback to guide how congestion pricing could work in the region and advance equity, including developing a toll discount or credit for people experiencing low incomes.
Your input will help:
Shape congestion pricing on I-5 and I-205 by sharing feedback on trade-offs of potential concepts for the Regional Mobility Pricing Project.
Design a toll discount or credit for people experiencing low incomes and potential toll discounts or credits for select types of vehicles or users.
Address transportation-related barriers for historically excluded and underserved communities and respond to community needs.
Complete the online survey by May 16, 2022. Versions are also available in Russian, Simplified Chinese, Spanish, and Vietnamese here.
Centering equity
Equity is guiding ODOT’s work on this project. The Equity and Mobility Advisory Committee is developing recommendations for the Oregon Transportation Commission to address transportation-related barriers for historically excluded and underserved communities. Survey input will be provided to the committee as it finalizes recommendations that will be delivered to the OTC in summer 2022.
Project status and next steps
ODOT initiated early planning last year for the Regional Mobility Pricing Project. The project area begins on the Oregon side of the Columbia River and ends at the Boone Bridge over the Willamette River in Wilsonville.

Through summer 2022, ODOT will study project options and continue to develop strategies to assist people experiencing low incomes and historically excluded and underserved communities. The formal environmental review is expected to begin later this year. The earliest tolling could begin under the Regional Mobility Pricing Project is 2025.
