Environmental Services is constructing a project to replace 800 feet of large-diameter brick sewer pipes located in Highway 26 south of Washington Park. These repairs are necessary to maintain reliable sewer service and protect public health and the environment.
Schedule
To minimize traffic delays, crews will work around the clock for two weekends in September. Each weekend, work will begin at 9:00 p.m. on Friday evening and continue all hours, day and night, ending Monday morning by 5:00 a.m. Work is currently scheduled for the following weekends: Friday, September 20 – Monday, September 23 Friday, September 27 – Monday, September 30
Environmental Services has been granted a noise variance to work at night and on weekends. We are working closely with the Oregon Department of Transportation (ODOT) to meet traffic safety requirements. More information on night work can be found at the end of this email.
Traffic Impacts
Highway 26 and connecting on and off ramps at exit 72 will remain open during all construction activities. However, one eastbound and one westbound lane will be closed near pipe work locations (see map) to safely accommodate crews and equipment during sewer pipe inspections and repair work. This work is expected to cause significant traffic delays. The traveling public is advised to use an alternate route and take public transit where possible. Project Area The project will replace sewer pipes in Highway 26 south of Washington Park and north of the Hoyt Arboretum near exit 72.
Night Work Background
To reduce impacts to residents, businesses, and the traveling public, Environmental Services has been granted a noise variance to work both day and night, all hours, to complete the project as fast as possible. Working all hours during the day and night will reduce the overall duration of the project and ensure work that requires dry weather can be completed this summer when flows in the Tanner Trunk are low.

Construction Method
Crews will make repairs using a trenchless sewer construction method called Cured-in-Place-Pipe Lining (CIPP). CIPP is a trenchless sewer construction method that requires little or no digging. CIPP involves inserting a flexible liner inside the existing pipe, inflating the liner, and exposing it to heat or ultraviolet light to dry and harden the liner inside the pipe. The liner forms a smooth surface inside the existing pipe, restores it to near-new condition.
