The Bureau of Planning and Sustainability has three code update projects that will be going before the Planning Commission on August 27 starting at 5pm. You should have recently received notices of these project at the Coalition offices. In advance of these public hearings, we wanted to provide the offices the opportunity to get more information about these projects, either through having us attend a meeting or through email communications.

The three projects, the Odor Code Update Projectthe Housing Adjustments Compliance Project, and the Rose Quarter Sign Code Project, involve updates to the City’s Planning and Zoning code, the Sign Code, and the Property Maintenance Regulations Code. I’ve included a brief summary of each project below.

The Proposed Draft for each project, which explains the proposed code changes, has been released for public review and is available on each project’s website. The Planning Commission will hold public hearings on the projects on August 27 beginning at 5 p.m. Testimony on the matter can be given orally at the hearing or in writing via the Map App. 

Odor Code Update Project

The City of Portland’s approach to regulating and enforcing odors is outdated and in need of workable, more equitable rules. The Odor Code Update Project will make changes to the City Code for off-site odor impacts, providing flexibility for retail businesses to operate. The project manager for this is JP McNeil, although he will be out of the office during early August. You can contact Phil Nameny in his place.

Housing Adjustments Compliance Project

This Housing Adjustments Compliance Project amends the Zoning Code, Title 33, in compliance with the provisions of State Bill 1537 (signed spring 2024), to allow more adjustments to development and design standards that were previously prohibited for residential projects. While much of the city’s current development standards are already adjustable, some specific standards related to lot sizes and maximum heights and bonuses are not. The project will create a temporary option for small deviations required by the bill, that will be allowed until 2032. Phil Nameny is the project manager for this.

Rose Quarter Sign Code Project

The Rose Quarter Sign Project amends the current Sign Code, Title 32, to provide greater sign allowances and flexibility for signs within a mapped designated area called the Rose Quarter Entertainment subdistrict. The project is the result of two resolutions passed at City Council which directed BPS staff to bring Council Title 32 code amendments allowing for increased flexibility in developing signage at the Rose Garden and reducing the need for adjustments or modifications.
